Technical Inspector Fire Safety (Housing) wanted for a West London council. As Technical Inspector you will work with the team of Project Managers to undertake technical inspections for planned preventative maintenance works and Fire Safety projects for housing for both residential and non-residential stock to assist with the delivery of planned preventative maintenance by ensuring site operations comply with relevant contract documents council requirements and all current parents legislation and are delivered to specification on time on budget

Assist in the delivery of council designed PPM projects by ensuring the site operations and construction works comply with relevant contract documents, council requirements and current legislation and delivered to specification on time and on budget
Work in a collaborative manner with the council's frameworks and all separately appointed contractors
Engage with all stakeholders to ensure the delivery of a customer focused service

Responsibilities

  • Consult with residents and customers regarding existing and future planned programmes of work a
  • Ensure contractors Resident liaison function meets the customers' needs in preparation and delivery of the maintenance of works
  • Assist the project manager to successfully deliver PPM and Capital Works programmes to ensure tight deadlines are achieved with minimal disruption to residents, record, monitor and report the project manager
  • Work with relevant service areas and stakeholders to ensure the programme of works has minimal impact on a day-to-day service for the residents
  • Carry out site visits and inspections to ensure compliance with contract specification a deer to current legislation council standards and policy to ensure high quality of works and that Health & Safety and Fire Regulation are adhered to. Attend on site meetings
  • Provide professional advice and reports where required to deliver PPM and Fire Safety programmes
  • Prepare reports on progress site activities and other related issues
  • Ensure the duties in respect of COM and future changes are fully met in relation to projects
  • Ensure partners are competent to carry out their responsibilities under CDM legislation
  • Update relevant quality assurance systems, procedures and processes
  • Support the project manager in the provision of accurate information to leasehold services to enable Statutory Section 20 Consultation Notice is issued, prepare formal response to all inquiries
  • Support the project manager in the provision of accurate cost data to leasehold services for service charge billing, investigate and prepare responses to queries or final invoices preparation of information required to respond to leasehold valuation tribunals
  • Work closely with the project manager to ensure the budgetary targets for projects are met and regular reports are provided together with managing changes to the project scope an agreement of financial changes
  • Ensure agreed council policies, appropriate standing orders and financial regulations are followed
  • Assist the enforcement officer  with remedies to breaches of leaseholder and tenancy obligations
  • Contribute to the development of policy practise procedures and service planning
  • Build and maintain effective productive working relationships with stakeholders internal and external
  • Monitor and report on contractors performance to the project manager
  • Authorising process requests for cost variations and ensure all orders are processed in line with policies and financial regulations
  • Track expenditure against target actual and forecast budgets
  • Provide information to colleagues to support budgetary performance monitoring Health & Safety and Fire Safety reporting statutory and regulatory returns audits and self-assessments
  • Attend meetings with tenants and leaseholders undertake pre project consultation
  • Prioritising deal with customer complaints and member inquiries

Skills
  • Demonstrable experience and understanding of the building industry including knowledge of materials, trades, building methods and legal requirements
  • Knowledge of Town and Country Planning (General Permitted Development etc.) (England)
  • Excellent attention to detail to ensure all work is both technically and Safety compliant
  • Checking works and materials, ensure that materials and work meet the highest standards
  • Ability to read and drawings and work of specification
  • Excellent communication skills written, verbal.
  • Broad knowledge of construction industry materials trades building methods and legal requirements
  • Health & Safety legislation - adherence, application and implementation
  • Excellent knowledge of construction industry including CDM regulations, application and managing works
  • Excellent organisation skills - ability to provide high quality reports and recommendations
  • Experienced managing residents, staff, contractors, managed complaints, always provide resolution in a diplomatic and professional manner

Qualifications
  • Qualification in Engineering - Civil/ Mechanical/ Electrical/ Building Services
  • Building Fire Safety Regulations
  • Member of the Institute of Clerk of Works
  • Technical qualification: - City & Guild, NVQ/SVQ level 3/ BTEC/ SQA national or higher national award.
  • Full clean driving licence
