Parks Projects Officer wanted for a London Borough Council to project manage a diverse portfolio of capital improvement projects from the Parks Capital Programme (and any other designated projects/funding as required) for the Council.As Parks Projects Officer you will lead and manage project teams, consultants, contractors, and other park stakeholders, whilst ensuring all Council governance and procurement procedures are followed to deliver capital projects on schedule, on budget and to the required standards.

Overview :-

  • of a wide portfolio of parks and leisure capital projects as determined by the Parks Manager.
  • and lead project teams including external consultants and contractors.
  • manage, and monitor all aspects of the projects from initiation, scoping and specification, to tendering and delivery, through to defects and snagging resolution, final sign off and full project completion.
  • for managing project timescales, quality control procedures and project risks and issues and to be responsible for devising and implementing contingency plans where necessary.
  • and manage project budgets and to ensure regular monitoring and reporting on expenditure and commitments.
  • for preparing business cases, project briefs, contract documents, tender documents and specifications as appropriate.
  • for ensuring that all procurement, tendering, contract management and governance procedures adhere to the relevant Council’s approval procedures, Contract Procedures and British & EU Regulatory requirements.
  • that satisfactory health and safety working practices are implemented and maintained by contractors and consultants and to ensure that all project works comply with CDM regulation requirements when applicable.
  • and identify suitable funding streams (for example CIL and section 106 etc) and prepare and apply for external funding to supplement council resources.
  • and secure planning permissions and any other relevant statutory applications where necessary.
  • up and run consultation exercises before and during project delivery as required and to generally manage stakeholder relations.
  • for the Senior Parks Manager and to report to the project board when required.
  • all management processes comply with the Council’s Terms and Conditions of Service including Health & Safety, Diversity and Equality policies.


This is a hybrid working role and there is the option for some home working, but attendance at site project meetings is important and meeting with park and other stakeholders as required.

Knowledge & Skills:

  • knowledge and understanding of construction, engineering, landscaping, horticulture, ecology, sports and play facilities and grounds maintenance.
  • knowledge and understanding of procurement and project management and ability to keep informed of all relevant legislative change, including Capital-Esourcing portal.
  • to communicate effectively, in writing and verbally to various stakeholders.
  • organisational and team working skills, and the ability to follow tight timescales.



  • understanding and knowledge of IT software packages e.g., Windows, Word, Excel, PowerPoint, and databases.
  • to understand and implement the policies for the maintenance and management of public parks and open spaces.
  • to contribute to and follow the Service’s quality management system, ensuring all functions are carried out in accordance with them.
  • to prepare and submit funding applications for external funds to support council capital funding programmes.
  • to assist with service improvement programs.
