Job Purpose: 

The role involves overseeing the Property & Place Service, which includes managing property procurement, temporary accommodation, TA allocations, and the Refugee Resettlement Programme. This entails developing and implementing a housing procurement strategy in line with legal and ethical standards, ensuring compliance with legislation and health and safety regulations. Responsibilities also include providing guidance and supervision to teams within the service area, managing budgets, initiating new projects, and acting as a deputy for other managers within the Housing Solutions service when needed.

Key Points:

  1. Direct line management responsibility, including recruitment, induction, and work allocation.
  2. Lead on recruitment, induction, training, grievance, disciplinary procedures, and performance evaluation.
  3. Develop Housing Procurement Strategy and policies, monitor performance, and provide reports.
  4. Manage Temporary Accommodation, Allocations, and Property Procurement Teams for fair and efficient allocation.
  5. Make recommendations on housing policy and legislative changes.
  6. Ensure delivery of key performance and service standard indicators.
  7. Prevent abuses of process, collaborate with anti-fraud services.
  8. Collaborate with strategic partners for integrated delivery of Housing Options.
  9. Establish clear procedures for excellent service delivery.
  10. Maintain knowledge of government proposals and legal matters related to housing.
  11. Oversee the resettlement of refugees according to Home Office policy.
  12. Develop a strategy for private rented property procurement to reduce temporary accommodation.
  13. Manage allocated budget and resources for effective service delivery.
  14. Correspond with stakeholders and provide advice.
  15. Act as first point of contact for emergencies outside normal hours.
  16. Carry out additional duties as required.
About You:
  1. Educated to degree level or equivalent experience in housing or public service.
  2. Understanding and commitment to Equal Opportunity, Customer Care, and service delivery policies.
  3. Commitment to continuous professional development.
  4. Experience in managing multi-disciplined teams.
  5. Ability to contribute to strategic and policy development.
  6. Knowledge of homelessness law, Code of Guidance, and relevant case law.
  7. Understanding of housing law related to security of tenure and rights of tenants and landlords.
