JOB PURPOSE:

The role of Planning Officer encompasses a range of responsibilities within our planning department. You will work within one of the following teams: area planning, special projects, or enforcement, depending on your qualifications and experience. Your duties may involve handling planning applications, appeals, enforcement cases, and more. Flexibility and adaptability are essential as you may be required to work across teams and collaborate on various projects.

Key duties include:

Application Processing: Investigate and report on planning applications, consents, and certificates under the Planning Acts. Liaise with other teams and departments as needed.

Direct Engagement: Personally handle planning applications, appeals, and enforcement cases. Represent the division at public meetings and discussions as required.

Negotiations: Engage in discussions and negotiations with applicants and third parties regarding planning matters. Conduct necessary site inspections.

Report Preparation: Prepare written reports and recommendations for submission to Council committees or senior officers. Ensure compliance with approved plans and drawings.

Policy and Briefs: Draft planning and development briefs, sketch schemes, and development management policy guidelines. Collaborate with relevant departments.

Appeals: Prepare statements and documentation for planning appeals. Present evidence at hearings, inquiries, and court proceedings as necessary.

Control Measures: Prepare Article 4 Directions and Tree Preservation Orders. Investigate possible breaches of planning control and advise on regulatory actions.

Meetings and Inspections: Attend Planning Applications committee meetings and other public meetings. Conduct site inspections, including outside regular working hours if required.

Collaboration: Coordinate with other Planning and Building Control Officers to ensure alignment of development and building control policies.

Legislation and Improvements: Stay updated on government legislation and procedural requirements. Recommend procedural improvements for an efficient service.


ABOUT YOU:

Qualifications and Skills:

Bachelor's degree in a relevant field (preferred)

Knowledge of planning legislation and procedures

Excellent communication and negotiation skills

Ability to work independently and as part of a team

Strong organizational and analytical skills

Flexibility and adaptability
