As the leader of the Children Services Division, you will be responsible for providing strategic leadership and operational management of statutory children and young people’s SEND services and associated preventative inclusion services in collaboration with education, health and social care partners. This is a high-profile role reporting to the Operational Director of Education & SEND, where you will be leading a team of over 50 indirect staff and five direct reports.

Portfolio:
- SEND Support Service – a broad team of specialist teachers, local area SENDCO and Early Years Advisory Team delivering inclusion, Early Support and Sensory intervention, working closely with the Educational Psychology Service.
- Educational Psychology (EP) Service - delivering the statutory EP service and traded offer to schools
- SEND Team – dedicated teams delivering the statutory SEND function
Responsibilities and Duties:
- To take a strategic overview of the special education, health and care needs of H&F children and young people.
- To work collaboratively to ensure best use of the resources of across the Local Area to achieve optimum health, educational and social care outcomes.
- To represent the needs of all vulnerable children and young people and ensure representation at all levels of strategic planning and delivery.
- To ensure the effective delivery of all statutory responsibilities through the management and delivery of the statutory SEN assessment process.
- To take strategic and operation responsibility for statutory assessment under the 1996 Education Act and 2014 Children and Families Act. This will entail meeting all key performance indicators and providing regular monitoring reports to demonstrate this including responsibility for planning and monitoring the associated budgets.
- To lead the process of enabling and ensuring that children and young people with SEND access their education entitlement in accordance with legislative and statutory requirements and the Special Education Needs Code of Practice.
- To support and challenge education providers so that children and young people with SEND are supported and educated so they achieve well in Early Years, in school and at college.
Qualifications, Knowledge, and Experience:
You will need:
- Professional qualification in a related field: A range of specific qualifications could be appropriate such as an educational psychology qualification, qualified teacher status, SEN qualifications including the casework award at level 4 or above
- Evidence of continuous professional development
- Management qualification
Knowledge & Skills:
- A successful track record of experience as a senior manager in service for children and young people with special educational needs and disabilities
- Experience in delivering a Council's statutory SEND function
- Experience in managing and leading staff from different disciplines
- Experience in partnership working with a wide range of stakeholders from the statutory, private and voluntary sector
- Experience in designing and implementing innovative change which will deliver new legislative requirements and improve services
- Experience in involving the community and other stakeholders in service design and delivery
- Significant experience in preparation, management and control of large complex budgets (income & expenditure) together with evidence of a commercial-based approach to delivering quality value for money services
- Experience working with elected Members, central government and government agencies
- Ensuring that children and young people with SEND access their education entitlement in accordance with legislative and statutory requirements and the Special Education Needs Code of Practice: 0 – 25
