One of London's most developed councils based in West London is seeking Economic Development Officer  to start as soon as possible for an initial 4 months basis to support the Economy Department and make that change in the local community and residents

Role: Economic Development Officer
PAYE: £22.65 per hour/Umbrella PAYE: £28.20 
Duration: 4 months 
Location: Hybrid -Min 3 days in the Office 

Purpose of the role:


  • Provide support to the Business Services Manager and the wider Economic Development Team in the development and successful delivery of new approaches to business engagement and enterprise programmes and projects that ensure the achievement of the borough's Industrial Strategy and inclusive economy ambitions.
  • Capacity building support to business and enterprise support networks and to provide a bridge between key business networks, most importantly BIDs, and other services areas of the council, identifying and supporting collaboration and business-friendly practise across different council service areas.
  • Enable all residents of the Council to access support to start, sustain and scale new businesses through accessing existing provisions or where necessary, working with colleagues and local stakeholders to co-design and commission recent activity


Main Duties:


  • Build relationships with the borough’s enterprise/business support agencies to support coordination, sign-posting, referrals, quality standards and opportunities for collaborative/joint bidding and delivery within the business and enterprise support sector.
  • To provide an effective and efficient customer-focused service, including the preparation of succinct and structured communications, including a monthly newsletter, and drafting appropriately informed responses to formal and informal enquiries from senior officers, councillors, partners and the public (including Freedom of Information (FOI) requests) and complaints), in a confidential and sensitive manner.
  • Develop working relationships with property management agents, managed workspace providers and a range of landlords/property agents to ensure a good understanding of the supply of vacant commercial premises, using this information to support and manage business enquiries for vacant sites/premises within Hammersmith and Fulham.
  • Conduct outreach with businesses to engage with programmes and understand emerging needs and trends
  • Deliver a range of activities either directly or through third-party organisations; design activities, training and/or workshops that will support enterprise development, help sustain and scale existing businesses and introduce and promote small businesses to major contractors and buyers in the public and private sector.
  • Commission and contract manage suppliers delivering economic development and business support projects and programmes
  • Facilitate the management of business enquiries through the business helpdesk and telephone line and support businesses seeking assistance with regard to premises, labour supply, information about grants, training, other specialist support and broker support as necessary
  • Maintain an active CRM/database of firms to engage, promote programmes, and track outputs/outcomes i.e. businesses engaged, the support provided, jobs created, contract awards etc.


Knowledge & Experience and Skills:


  • Relevant degree or professional qualification, membership of a relevant professional organisation or relevant experience.
  • Relevant qualification in project management - Desirable 
  • Record of achievement in a similar role, of operating in a complex environment, experience in local and/or central government, commercial sector or relevant policy body/agency.
  • Knowledge of the range of issues relating to current central/regional/local government policy on business and enterprise and the role of local government and local strategic partners.
  • Knowledge of business and enterprise activity within a local authority setting.
  • Detailed understanding of issues relating to the economy in Hammersmith and Fulham, the wider sub-region and London
  • Experience of local authority processes and structures in relation to economic development.
  • Experience of negotiation to secure positive outcomes for local businesses and people.
  • Experience of commissioning, managing and monitoring projects and suppliers related to economic development with a focus on business and enterprise activity.
  • Experience of sourcing and analysing data and information relevant to economic development and using this to inform decision-making and policy development
  •  Experience of engaging and influencing internal and external stakeholders
