Housing Manager — Neighbourhood Services London Borough of Hammersmith & Fulham · West London

Location: Area Housing Office, Hammersmith & Fulham — full-time on-site presence required
Contract: Temporary – 3 months initially, then rolling
Hours: 36 per week, Monday to Friday
Pay Rate: £276.22 per day (Umbrella PAYE)
Team: Neighbourhood Services — managing Housing Officers and Housing Assistants

This is a hands-on leadership role where you'll manage a team of Housing Officers and Assistants, drive performance across a busy patch, and make a real difference to residents' quality of life — day in, day out.
This isn't a desk job. You'll be on-site, visible, and leading from the front.

What you'll be responsible for

  • Leading and managing a team of Housing Officers and Housing Assistants to deliver a high-quality neighbourhood service
  • Driving performance against key targets — tenancy checks, estate inspections, void turnaround, ASB case management and resident satisfaction
  • Overseeing a proactive programme of quarterly estate inspections alongside repairs and estate services teams
  • Taking final responsibility for complex tenancy management cases — including instructing Legal Services and representing the service at County Court
  • Managing the voids and rehousing process to maximise income and minimise void periods
  • Ensuring a victim-centred approach to domestic violence cases and active participation in safeguarding adults and children at risk conferences
  • Controlling budgets and identifying ways to deliver more for less — reducing costs while improving service quality
  • Building strong partnerships with police, health services, third sector organisations, resident groups and other council teams
  • Managing complaints from residents, members and MPs within policy timescales and using them to drive continuous improvement
  • Developing and maintaining effective engagement with tenant and resident associations
  • Analysing KPI data and reporting on team performance to identify trends and improvement opportunities
  • Supporting the council's emergency planning and service continuity responsibilities
Who we're looking for
You'll be an experienced housing professional with a track record of managing teams in a social housing environment. Specifically, you'll need:
  • Proven experience managing neighbourhood services in social housing — and the ability to handle the complex challenges that come with it
  • A strong track record of leading teams to deliver against performance targets
  • Solid knowledge of housing legislation, tenancy law, ASB tools and relevant regulatory frameworks
  • Experience managing voids, lettings and rehousing processes
  • The confidence to instruct legal action and represent the service at court hearings
  • Strong analytical skills — comfortable interpreting data and using it to drive decisions
  • Excellent communication skills, both written and verbal, including report writing and stakeholder presentations
  • A degree, housing qualification (NVQ Level 4 or equivalent), or demonstrable experience at this level
  • A genuine commitment to equalities, customer care and community involvement
