A local government Council in West London is seeking an experienced Project Manager to support the Facilities Management area of the council. This is one of the most innovative Boroughs in London and a fantastic opportunity to be a part of and a key contributor to the next evolution of this department and the Council!

Duration: 4 Months
Hyrbid Working 
Day Rate: £201.81 Umbrella PAYE: £26625 per day

Job Purpose: 

  • Responsible for assisting the Head of Capital Projects in the delivery of the Council’s Capital Planned Maintenance Programme, ensuring the industry’s best practice is adopted including scoping specifications, tendering works, evaluating bids and ensuring robust contract and monitoring processes are in place
  • Responsible for the management of refurbishment, maintenance and carbon retrofit zero projects for the corporate estate portfolio and seeing through project delivery from inception to completion by reviewing programme delivery, cost plans, risk registers, contracts, and site monitoring to assure the delivery of building projects follow best practice construction management and adhere to all statutory legislation and council policy requirements.


Key Duties for the post holder: 

  • Understanding specifics of client’s needs for capital and planned maintenance investment and infrastructure and providing the intelligent client link to ensure a high standard of service is received from the Council’s construction partners.
  • To support, steer, improve and act as the dynamic lead for all aspects of the management of projects and ensure value for money, drive project delivery, appropriate cost controls and payback periods are in place before commissioning projects.
  • To ensure all aspects of regulatory compliance and probity are adhered to, including review of H&S plans and that works adhere to the Construction (Design and Management) Regulations (CDM) 2015, Equality Act 2015 and the Council’s Standing Orders.
  • To initiate and develop potential capital projects in conjunction with the Head of Capital Projects and the Capital Projects Team to secure funding.
  • Provide the Council with key expert advice on the indication of key interfaces and constraints, such as planning permission, heritage, advising on statutory requirements, CDM and how to obtain it by assisting with strategic decision-making and in the development of the project brief, analysing tender returns and steering contractors on best practice on contracts

Qualifications, Knowledge and Skills

Essential:

  • To hold, or be working towards, a postgraduate degree or diploma in Civil Engineering or a general construction discipline, or holding a first degree (Bachelor) in one of those disciplines;
  • Membership of a professional body aligned to the Built Environment (such as, but not limited to, MRICS, MIWFM, MCIBSE et al)
  • Sound understanding of mechanical and electrical systems as well as the relevant health and safety-related legislation. 
  • Good experience with M&E capital plan projects.
  • Proficiency with MS Office suite, MS Project
  • Strong written & verbal communication skills.

Desirable:

  • Health & Safety based qualification (IOSH, NEEBOSH)
  • Project Management or lean programming qualification (6Sigma, Kaizon, MSP, PRINCE2)

Knowledge & Experience:

  • At least 5 years of relevant industry experience with consultant or contractor firms.
  • Experience in HVAC installation
  • Experience in managing significant revenue and capital budgets;
  • Briefing Client experience in the development of capital projects
  • Knowledge of CAFM systems and their application to FM performance management
